On August 9, Nghe An Provincial People's Committee announced that it had just issued a decision to fine Ha Cuong Company Limited (located in Tay Hieu Ward, Nghe An) No. 72/QD-XPHC for committing 2 administrative violations.
The first act is to exploit beyond the licensed capacity by 25% to less than 50%. In 2024, this enterprise exploited metal cements at a capacity exceeding 32.3% compared to the Mineral Exploitation License No. 4222/GP-UBND dated September 21, 2015.
For this violation, the company was fined VND500 million, forced to take measures to renovate environmental protection works, overcome pollution, damage to technical infrastructure and pay more than VND427 million in appraisal fees.
The second act was to encroach on 8,172m2 of agricultural land, which is production forest land in Chau Hong commune, Nghe An, to build a mineral gathering area, a tin ore gathering area and a waste dump that had not been leased by the Provincial People's Committee, outside the licensed mining boundary. For this violation, the company was fined VND150 million, forced to restore the land to its original state and returned more than VND35 million in illegal profits.
The total fine for the two acts is 650 million VND; combined with appraisal bidding and illegal profits, Ha Cuong Company Limited must pay more than 1.1 billion VND.
