The agreement was signed by Mr. Ngo Trong Hieu, Vice Chairman of EVP Group/TGD CMC Telecom and Colonel Vu Ngoc Khuong, Deputy Commander and Chief of Staff of the TTLL Corps representing the two sides.
CMC Chairman Nguyen Trung Chinh assessed this as an important step forward in both expertise and operational style, " laying a foundation for cooperation to be measured by results, not stopping at commitments on paper".
Cooperation is structured on three pillars: Training - developing human resources according to the digital capacity framework associated with international standards and military mission requirements; Scientific research - technology transfer with key topics such as AI'IoT, cloud, safety - network security; Cooperation, development of telecommunications infrastructure, inheriting the results of previous documents and expanding in appropriate categories. The unified approach for both sides is to "learn - do" closed "inspections", shortening the distance from the classroom to the engine room, from the experimental model to the practical operation.
Unlike the cooperation model that only stops at principles, this agreement clearly stipulates the general working group and quarterly counting. Each component has output indexes: number of classes/year, technical criteria - safety - security, trial operation milestones, efficiency indicators (output standard ratio, number of drills, improvedMTTR/MTTD...).
The two sides also agreed on a program 100 days after the signing ceremony to finalize the 2026 training framework, complete the Digital Lab/Cyber range design and review the cooperation telecommunications infrastructure portfolio. General philosophy: "do it for real - measure for real - report for real".
Representing CMC at the signing ceremony, Mr. Ngo Trong Hieu acknowledged that the cooperation over the years between the two sides has formed a foundation of trust and coordination capacity on the field.
Chairman Nguyen Trung Chinh emphasized that this agreement not only opens up technical cooperation but also shapes the implementation style for projects with high reliability.
