At the working session with the working delegation of the Ministry of Education and Training on December 19, on the situation of education, arrangement and organization of educational institutions according to the 2-level local government model, Mr. Tran Huy Tuan - Chairman of the Ninh Binh Provincial People's Committee - said that after completing the arrangement of the education network, the province will gradually solve the shortage of about 6,000 teachers. At the same time, reduce management units and improve the operational efficiency of the education system.
In addition, the province clearly identified the orientation towards autonomy, focusing on the two fields of health and education, in order to build a streamlined apparatus that operates effectively and efficiently and reduces pressure on the State budget.
In parallel with the organization arrangement, Ninh Binh also focuses on reviewing and arranging land funds for education. At the same time, all recruitment authority is assigned to the education sector to ensure the structure of the subject, publicity, transparency, and avoid negative incidents.
Along with that, to adapt to the two-level government model, Ninh Binh province is reviewing the mechanism for appointing school management staff. Ensure the participation of the education sector in the work of appointing, rotating, and arranging the management team.
Regarding the regime and policies, Chairman of Ninh Binh Provincial People's Committee Tran Huy Tuan affirmed that the province determined to implement at the highest level possible, increasing proactiveness. The resources saved from the restructuring of the apparatus and streamlining the focal points of the education sector will continue to be reinvested in the sector.
"The cost savings from the arrangement of the education network will be prioritized to invest in facilities, equipment, teaching foreign languages, fine arts, sports and educational content according to the orientation of the Ministry of Education and Training" - Mr. Tuan said.
According to Mr. Tuan, the review and arrangement are guaranteed according to principles, not affecting or disrupting teaching and learning activities; ensuring that teaching and learning activities run normally and on schedule. The arrangement must help management and teaching work become more convenient and better, thereby improving the quality of education. Ninh Binh province does not set strict and achievable targets, does not implement formulas and machines. Review to move towards reasonableness.
Chairman of Ninh Binh Provincial People's Committee Tran Huy Tuan emphasized: "Ninh Binh province has classified the administrative units of the education sector into three groups to ensure fairness. For type I communes, the scale of kindergartens, primary schools and secondary schools is specifically determined, with a minimum scale of 16 to 20 classes, suitable for the conditions of each locality. For wards, based on population density, some places up to about 150,000 people, the province continues to divide into groups to arrange schools in a streamlined, reasonable direction, ensuring compliance with regulations".
