Thanh Hoa consolidates teacher training targets, continues to support pedagogical students

Thanh Hoa - Provincial People's Committee consolidates 457 teacher training targets for 2026 for Hong Duc University to implement tuition fee and living expenses support.

On August 22, the Office of Thanh Hoa Provincial People's Committee said that Mr. Dau Thanh Tung - Vice Chairman of Thanh Hoa Provincial People's Committee has signed a decision to adjust and consolidate the target assigned for teacher training in 2026 for Hong Duc University after merging Thanh Hoa University of Culture, Sports and Tourism into Hong Duc University.

Accordingly, the total teacher training target assigned to Hong Duc University is 457 targets, including 325 targets previously assigned and 132 targets consolidated from Thanh Hoa University of Culture, Sports and Tourism.

In which, some majors have large targets such as Primary Education 105 targets, Preschool Education 90 targets, Physical Education 30 targets, Computer Science Pedagogy 31 targets, Music Pedagogy 20 targets, Fine Arts Pedagogy 17 targets and many other teacher training majors.

After being assigned the task, Hong Duc University is responsible for organizing enrollment and training according to targets; preparing cost estimates for teacher training tasks; and at the same time publicizing the list of pedagogical students entitled to support policies according to regulations.

The Department of Education and Training is assigned to preside over and coordinate with relevant units to monitor, inspect, and supervise the implementation; the Department of Finance advises on allocating funds based on the ability to balance the local budget.

Decree 116/2020/ND-CP of the Government stipulates that students studying teacher training majors are supported with tuition fees and living expenses during their study period. This policy takes effect from 2020 to attract high-quality human resources to the education sector.

According to regulations, pedagogical students eligible for support will be supported by the State with tuition fees according to the collection level of the training institution and support for living expenses of 3.63 million VND/student/month during the study period (maximum 10 months/school year).

In Thanh Hoa, this policy has been implemented for many years through the Provincial People's Committee assigning the task of training teachers to Hong Duc University. Every year, the school determines training needs, registers targets, and then is appraised by departments and branches for the Provincial People's Committee to assign tasks according to Decree 116.

The report of Hong Duc University shows that since 2021, the school has implemented training in pedagogical majors according to the task assignment mechanism of the Provincial People's Committee. The assigned majors focus on the fields of preschool education, primary school, secondary school and high school to supplement teachers for the locality.

In 2025, the Government issued Decree No. 60/2025/ND-CP amending and supplementing a number of articles of Decree 116/2020/ND-CP, continuing to improve the mechanism to support tuition fees and living expenses for pedagogical students. Decree 60 takes effect from April 20, 2025.

The amendment aims to continue to maintain support policies for pedagogical students, and at the same time clearly stipulate the responsibilities of localities in organizing implementation, monitoring training needs, allocating funding and creating jobs for postgraduate students according to regulations.

Previously, during the enrollment seasons, Hong Duc University also repeatedly informed that students of pedagogical majors assigned training tasks by Thanh Hoa Provincial People's Committee would enjoy support policies according to Decree 116, including tuition fee exemption and living expense support.

Continuing to assign teacher training targets according to Decree 116 and Decree 60 is considered a solution to proactively create a source of teachers, especially in the context that the Thanh Hoa education sector is continuing to review human resource needs after the process of arranging the organizational structure and adjusting the school network.
