Medical staff and village midwives enjoy health insurance policy

The draft Law on Health Insurance adds medical staff and village midwives to encourage and have policies for health care beneficiaries in remote areas.

On November 15, continuing the 39th Session, the National Assembly Standing Committee gave opinions on explaining, accepting, and revising the draft Law amending and supplementing a number of articles of the Law on Health Insurance (HI).

Reporting on the explanation, reception and revision of the draft Law, Chairwoman of the Social Committee Nguyen Thuy Anh said that, basically, the major contents of the draft Law have reached consensus among the agencies participating in reception and revision.

According to Ms. Nguyen Thuy Anh, regarding the subjects participating in health insurance, the contribution level and responsibility for paying health insurance, the draft Law is accepted and adjusted in the direction of maintaining the subjects stipulated in the current Law.

Add village health workers and village midwives to motivate, encourage and have appropriate policies for people's health care in remote areas and be fair to other people in residential groups.

The draft Law on relatives of regular militiamen has not been added because the Law on Militia and Self-Defense Forces does not stipulate the health insurance regime for this subject but assigns the Government to stipulate other subjects.

At the same time, Article 13 of the draft Law has adjusted the regulations on the contribution level and responsibility for paying health insurance to synchronize with the amendment of health insurance participants.

In particular, it is stipulated that students continue to participate in the group of subjects supported by the state budget to ensure stability when participating in health insurance for this group of subjects.

According to Chairwoman of the Social Committee Nguyen Thuy Anh, in response to the opinions of National Assembly deputies and to be consistent with the Law on Medical Examination and Treatment 2023, the draft Law has supplemented and clarified new forms of medical examination and treatment that are covered by health insurance, such as: remote medical examination and treatment; family medical examination and treatment; and medical examination and treatment at home.

Regarding registration for initial medical examination and treatment, medical examination and treatment according to technical expertise level, the draft is currently being designed in the direction of regulating the rights of health insurance card holders in registering for initial health insurance medical examination and treatment at initial and basic level medical examination and treatment facilities.

Ms. Nguyen Thuy Anh also said that the regulations on health insurance benefits are designed on the basis of eliminating "administrative boundaries" in medical examination and treatment.

According to the direction of the National Assembly Standing Committee, maintain the level of health insurance benefits according to the provisions of the current Law and expand to some cases, such as rare diseases, serious diseases... to be taken directly to specialized medical examination and treatment facilities.

Accepting the opinions of delegates, the subjects are officers, professional soldiers, officers, non-commissioned officers of the People's Public Security, and people working in secretarial work who are receiving pensions, continue to enjoy the health insurance level covering 95% of medical examination and treatment costs as prescribed in current regulations to ensure fairness with other retirees.

To overcome the situation of insufficient basis to assess the reasonableness of the provision of medical examination and treatment services, the draft Law has assigned the Minister of Health to regulate the assessment of the reasonableness of the provision of medical examination and treatment services in Article 6.
