On January 25, the People's Committee of Dai Thanh commune organized the opening ceremony of the Intelligent Operation Center (IOC) of Dai Thanh commune, marking an important step forward in the process of implementing comprehensive digital transformation, towards building digital government, digital society, serving people more and more effectively, transparently and modernly.
Speaking at the ceremony, Mr. Nguyen Van Hung - Chairman of Dai Thanh Commune People's Committee said that putting the Smart Operation Center into operation is a timely and practical concretization of Resolution No. 57-NQ/TW dated December 22, 2024 of the Politburo on breakthroughs in science and technology development, innovation and national digital transformation.
The center is not only a technology application project, but also a modern operating tool, helping to improve the effectiveness and efficiency of state management, gradually improving the quality of service to the people," Mr. Hung emphasized.
Right from the beginning of the term, Dai Thanh commune identified digital transformation as a key and consistent political task, associated with innovating leadership, direction and administration methods. On that basis, the locality established Steering Committee 57, developed a methodical and synchronous implementation plan, focusing on three main pillars including: developing digital infrastructure; promoting the application of technology in directing and operating from commune to village; and improving digital capacity for officials and people through specialized training programs.
The construction of the Smart Operations Center is identified as a breakthrough, suitable to the practical conditions of the locality. The center is designed to effectively support the resolution of 5 major bottlenecks at the grassroots level, including: environmental sanitation, food safety, traffic safety, security and social order and safety - issues directly related to people's daily lives.
The center integrates an AI camera system installed on main roads, schools, health stations, historical sites and key areas. The system has the ability to recognize faces, license plates, analyze behavior and automatically issue warnings, helping commune leaders and specialized departments promptly detect and handle violations and situations arising in the area.
With the companionship and support of technology units and businesses, in just over a month, the technical infrastructure of the Center was basically completed. The Center not only displays visual data on large screens but is also a gathering place for multi-sectoral data analysis such as public administration, security and order, health, education, environmental monitoring, food safety and smart agriculture.
A highlight is that the smart warning system is sent directly to the phone application of commune leaders and in-charge officials, helping directing and operating work become faster, more timely and more effective.
During the operation phase, the Center is synchronously connected to the iHaNoi system and common platforms of the city, ensuring intercommunication and unity throughout the system. Specifically, the AI camera system can automatically detect points of gathering and transporting waste that violate regulations; support "cold fines", track traffic violations and security and order; monitor traffic safety during peak hours, especially in the school gate area during school pick-up and drop-off time.
In addition, the system also monitors the processing process, ensuring food safety and hygiene at school kitchens - one of the key tasks that commune leaders pay special attention to.
According to Dai Thanh Commune People's Committee, in the coming time, the Smart Operations Center will continue to be completed in the direction of improving data analysis capacity, shifting from "supervision" to "forecasting". Integrated artificial intelligence applications will support early warning of natural disasters and epidemics, contributing to traffic coordination, ensuring security and order in a proactive and intelligent manner, gradually building an effective digital government model right from the grassroots level.
