Accordingly, the Traffic Operation Center is a public service unit under the Department of Construction of Ninh Binh province established on the basis of reorganizing the Load Inspection and Waterway Inspection Station, taking over the duties of the Inland Waterway Port Authority of Ninh Binh province.
The traffic management center consists of 60 people, with the function of helping the Director of the Department of Construction in the control of vehicle load on the road and highway system; carry out the registration of inland waterway vehicles; Performing non -business functions to support specialized departments under the Department of Construction of State Management specialized in inland waterway transportation at ports, inland wharves, anchoring areas; Perform other duties assigned by the Director of the Department and the competent authority in accordance with the law.
Regarding vehicle weight control on roads, Ninh Binh Traffic Operation Center will coordinate with functional forces to conduct vehicle weight inspection on the road system under the management of the Department of Construction or the Department of Construction that is decentralized and authorized for management according to the provisions of law.
Collect, analyze, assess the impact, update, synthesize, and store data related to the load and limited size of the vehicle when participating in traffic through fixed or mobile load inspection stations under the management of the Ninh Binh Traffic Management Center.
Transfer the results collected from the Stations to the competent road management agency and authorities to handle administrative violations to assess the impact of vehicle loads, vehicle limitations on road safety, determine administrative violations and handle administrative violations according to regulations.
