The contestants are all cadres, party members, civil servants, public employees, workers, students of HVBCTT and the Academy of Public Administration and Public Administration with political works that meet the contest's criteria.

In this year's contest, the Organizing Committee encouraged the selection of topics associated with practice such as: results of implementing resolutions of Party congresses at all levels, building - rectifying the Party, refuting erroneous views in cyberspace, spreading revolutionary cultural values.

Key groups of topics according to the Central level orientation include: protecting and developing Marxism-Leninism, Ho Chi Minh's ideology; spreading the Party's guidelines, achievements in 40 years of renovation; refuting distorted arguments; sharing experiences in protecting the Party's ideological foundation.

The entries are in the following categories: print newspapers, electronic newspapers, scientific journals, radio, television, video clips. Each author/group of authors is allowed to submit a maximum of 5 works, each genre is not more than 1 article. The work must be new, unpublished, with political, current and strict arguments, sharp language, clearly expressing the viewpoint and fighting spirit.

Regulate the form: press not more than 2,500 words; video clip maximum 5 minutes; radio and television maximum 30 minutes/episode, not more than 3 periods/work; scientific magazine articles from 4,000 - 6,000 words.

Units and cells of the Academy organize the launch of the competition, collect and appraise the contest articles as prescribed and make a dossier to send to the Organizing Committee of the Academy at 31.5.2025.
