Recently, some parents have complained about the issue of extra teaching and learning in the province. Some parents also think that parents have a need to send their children to extra classes to supplement knowledge, this is a legitimate need.
Regarding the above issues, the Department of Education and Training of Binh Thuan province has issued documents on the management of extra teaching and learning according to the provisions of Circular 29 and drafted a Decision regulating extra teaching and learning in Binh Thuan province, collecting opinions from relevant agencies and units.
On April 22, news from the People's Committee of Binh Thuan province said that Chairman of the Provincial People's Committee - Do Huu Huy signed and issued a Decision on Regulations on extra teaching and learning in the province. The decision takes effect from April 28, 2025, consisting of 13 articles in 4 chapters.
In particular, the Department of Finance is responsible for guiding the business registration procedures for individuals and organizations to establish extra-curricular and extra-curricular centers.
The Department of Education and Training organizes or coordinates with relevant agencies to organize inspections and examinations of extra teaching and learning activities in the province; handle according to authority or propose to competent authorities to handle violations.
Meanwhile, the People's Committees of communes, wards and towns coordinate with the Department of Education and Training and relevant agencies to manage the implementation of regulations on extra teaching and learning in the area.
Supervise and inspect compliance with legal regulations on working hours, overtime and legal regulations on security, order, safety, environmental sanitation, fire prevention and fighting of organizations and individuals who teach extra classes and take extra classes outside of school in the area.
Principals of schools manage teachers who are teaching at school when participating in extra classes outside of school to ensure compliance with regulations; coordinate monitoring and inspection of extra classes outside of school activities of teachers who are teaching at school.
The regulation also clearly states that the fee for extra teaching and learning outside of school is agreed upon between parents and the facility for extra teaching.
Additional training institutions shall manage and use the collection of tuition and tutoring fees according to accounting and financial disclosure regimes according to current law.
