On February 11, the Ministry of Education and Training issued Official Dispatch No. 545/BGDDT-GDTrH to the People's Committees of provinces and centrally-run cities on strengthening direction for general education.
According to the Ministry of Education and Training, the 2024-2025 school year is the year in which the new General Education Program (2018 General Education Program) will be implemented throughout the entire general education system from grades 1 to 12 with fundamental changes from a content-oriented program to a program oriented towards developing students' qualities and abilities.
To strengthen state management of education and improve the quality of general education, the Ministry of Education and Training requests the People's Committees of provinces and centrally-run cities to continue to direct and implement communication work, organize conferences to disseminate, guide, and unify the organization and implementation in accordance with regulations.
Continue to review, arrange and develop the network of general education facilities to ensure enough schools and classrooms, especially in big cities, industrial zones, densely populated areas and mountainous areas; ensure fairness in access to education, all students of universal education age can go to school.
Teachers ensure the quality of teachers among schools; recruit the correct number of teachers assigned, have solutions for places lacking teachers, and ensure the principle of "where there are students, there must be teachers in the classroom".
Implement preferential policies to attract teachers to work and stay long-term in the locality, especially in areas with particularly difficult socio-economic conditions, ethnic minority and mountainous areas to ensure sustainable and effective implementation of the 2018 General Education Program in disadvantaged areas. Continue to strengthen facilities and teaching equipment according to the 2018 General Education Program in general education institutions in accordance with local conditions.
Direct the education sector to thoroughly grasp the general education institutions in the area to continue to synchronously implement solutions to deploy the 2018 General Education Program to ensure quality. The creation of regular and periodic test and assessment questions; selection of students at the beginning of the level (primary, secondary) and entrance exams for grade 10 of high school are in accordance with the requirements of the 2018 General Education Program, not causing pressure on students to study extra.
At the same time, the Ministry of Education and Training also requested the People's Committees of provinces and centrally-run cities to pay attention to and strengthen the direction of implementing the above contents; promptly report to the Ministry of Education and Training any problems and difficulties in the implementation process.
