According to information publicly disclosed on the National Bidding Network System, Vinh Long General Hospital has completed the selection of contractors for Package No. 4 - procurement of aesthetic equipment and functional rehabilitation, belonging to the Equipment Investment Project for Vinh Long General Hospital (phase 2), using provincial budget capital.
The bidding package has an approved price of 5,173,833,000 VND, using provincial budget capital. The electronic bidding documents (HSMT) are approved by the investor and issued from October 3, 2025 on the National Bidding Network System.
In the process of organizing contractor selection, in order to create conditions for the market to access and increase the number of participating contractors, the investor has extended the bid closing time a total of three times. Specifically, the first extension was on October 3, 2025, the second on October 17, 2025 and the third on October 22, 2025, with the reason mentioned being to expand participation opportunities for interested contractors.
By November 1, 2025, the final bid closing time after three extensions, the National Bidding Network System recorded 01 contractor submitting bid dossiers. Based on the full implementation of the extensions according to regulations and in order to ensure project implementation progress, serving the disbursement of capital plans, the bidding inviter has proceeded to open bids according to current regulations.
The participating and approved bidder is Binh Minh Medical Equipment Co., Ltd., with a winning bid price of 4,618,000,000 VND, about 10.7% lower than the approved bidding package price.
According to the project dossier, the configuration and technical requirements of aesthetic and functional restoration equipment belonging to the bidding package are built from the proposals of specialized departments - which are the units directly using the equipment, ensuring suitability to professional needs before deploying the bidding; then the Science and Technology Council of Vinh Long General Hospital meets, discusses and votes unanimously 100% approval. This is the basis for estimating, approving bidding documents and deploying the next bidding steps.
