Promulgating a Circular on criteria for the Vietnam National Brand Program

The Ministry of Industry and Trade issued Circular No. 18/2026/TT-BCT regulating the system of criteria for the Vietnam National Brand Program.

According to the circular, the system of criteria of the program includes two groups: Criteria for building, appraising, and approving projects under the program and criteria for registering and selecting products to achieve Vietnam National Brand.

The Circular clearly stipulates that for projects under the program, the construction criteria must be consistent with the provisions of law, meet the objectives, and raise social awareness about the role of brands in production, business and investment activities. The content of the project must be associated with the promotion of the Vietnamese National Brand, and at the same time meet the requirements on implementation plans, funding, implementation capacity and risk factors.

The appraisal and approval of the project is carried out on the basis of scoring according to specific criteria, in which the project must achieve a minimum total score according to regulations before being considered for approval.

For products participating in the selection of Vietnamese National Brands, the Circular clearly states the registration criteria including: Products are goods of Vietnam, protected by intellectual property rights, manufactured and traded by enterprises established and operating under Vietnamese law.

In addition, businesses must meet the conditions on operating time, compliance with legal regulations on finance, tax, environment and related obligations. In case they do not meet some criteria, the National Brand Council may consider and decide.

The Circular also stipulates a system of criteria for selecting products to achieve Vietnamese National Brand, focusing on three main groups including: quality; innovation, creativity; pioneering capacity. These criteria are scored according to a specific scale as a basis for product selection.

Regarding implementation organization, the Trade Promotion Department is the focal unit in charge of managing and implementing the program; coordinating with relevant agencies in guiding, appraising, inspecting and summarizing reports.

The Circular takes effect from the date of signing and promulgation and replaces previous regulations related to the system of criteria of the Vietnam National Brand Program.
