An Giang approves support for investment in technical infrastructure construction of industrial clusters

An Giang - Support level of 30% of the total investment capital of the industrial cluster technical infrastructure construction investment project.

On June 29, the People's Council (HĐND) of An Giang province, term XI (term 2026 - 2031) held the 3rd session (specialized session).

At the meeting, the draft Resolution on Regulations on policies to support investment in technical infrastructure construction of industrial clusters in An Giang province was approved.

The subjects of application are the Investors as prescribed in Clause 3, Article 2 of Decree No. 32/2024/ND-CP on management and development of industrial clusters; State management agencies, units and other organizations and individuals related to investment and investment support for industrial cluster technical infrastructure in An Giang province.

This Resolution applies to cases where the project investor has not received support from any state budget for the same support expenditure content on the same industrial cluster.

In case the project investor simultaneously meets the conditions of different levels of support according to the provisions of this Resolution and other relevant legal regulations, the project investor is allowed to choose the most appropriate level of support.

Project investors using funds supported from the State budget must be for the right purpose, in accordance with regulations, and are responsible for coordinating with units assigned by competent authorities to carry out procedures for payment and finalization of capital according to the provisions of the State Budget Law No. 89/2025/QH15 and current legal documents; and are subject to inspection and supervision by competent functional agencies.

The support condition is that the project investor must fully complete the investment procedures for construction of industrial cluster technical infrastructure according to the provisions of Decree No. 32/2024/ND-CP on management and development of industrial clusters and relevant laws.

Support form after the industrial cluster infrastructure project is invested in construction and accepted for completion in accordance with the law on construction and other relevant legal regulations.

Support level of 30% of the total investment capital of the industrial cluster technical infrastructure construction investment project (excluding compensation costs, site clearance and resettlement support). Support funds are determined according to the method of determining from the construction volume calculated according to the basic design and other requirements of the project.

Funds to support investment in construction of industrial cluster technical infrastructure are not included in the total investment of the project to calculate land sublease prices and infrastructure usage prices for investment projects in industrial clusters. The investor of industrial cluster technical infrastructure construction is responsible for managing, repairing, and regularly operating supported technical infrastructure works to serve the general operation of the industrial cluster.

According to the Provincial People's Committee, currently, An Giang province (after arrangement) plans to develop a total of 47 industrial clusters, with a total area of 2,225.03 ha. 10/47 industrial clusters have been established and approved detailed construction plans, at a scale of 1/500, with a total area of 386.55 ha, to create conditions for localities to attract investment.

Investment and development of industrial clusters in the province in the past time has achieved certain results in creating conditions to attract secondary businesses to invest in production and business. However, there are still many industrial clusters that are planned but have not attracted and called on businesses to participate in investing in industrial cluster infrastructure and production and business in industrial clusters.

Therefore, the promulgation of policies to support investment in building technical infrastructure for industrial clusters in An Giang province is extremely necessary, in line with the new context and practical requirements for investment and development of industrial clusters in the province.
