On the afternoon of January 13, the Border Guard Command of Hai Phong City said that at noon on the same day, Cat Ba Border Guard Station (under Hai Phong City Border Guard) had just successfully organized the rescue of a transport ship that encountered an incident and rammed into a reef, at risk of sinking in the Lan Ha Bay area.
Previously, at 11 am on the same day, Cat Ba Border Guard Station received an urgent report from Mr. Nguyen Hong Quan (born in 1992, permanent residence in Village 11, Cat Hai Special Zone, Hai Phong City) about the discovery of a transport vehicle in distress in the Con Nhen area, Lan Ha Bay, belonging to Cat Hai Special Zone.

Immediately after receiving the information, Cat Ba Border Guard Station reported to the City Border Guard Command and Cat Hai Special Zone People's Committee, and at the same time deployed a working group of 7 officers and soldiers and 1 speedboat directed by Lieutenant Colonel Bui Anh Tuan, Deputy Commander of Cat Ba Border Guard Station, to quickly maneuver to the scene to be ready for rescue and relief. To ensure rescue effectiveness, the unit also mobilized an additional motorboat (HP-5997) of Nam Cuong One Member Limited Company captained by Mr. Pham Hong Viet to participate in support.
By 11:20 am, rescue and relief forces had approached the scene. At this time, the transport ship with registration number Hoang Dao 36, registration number HD-5556, captained by Mr. Hoang Van Dao (born 1971, residing in Thanh Ha, Hai Phong), with 3 crew members on board, transporting 1,247 tons of ash and slag from thermal power plants, was in a state of leaning to the right, water overflowing strongly into the bow compartment due to colliding with a reef in the Con Nhen area, leading to a hull torn on the left side of the ship.
The rescue team coordinated with the crew to make efforts to pump water to prevent submersion, and at the same time quickly contacted and mobilized generators and large-capacity water pumps from people and professional divers to handle the incident.
By 12:35 pm on the same day, divers and machinery and equipment were effectively deployed, temporarily fixing the torn part, preventing water from overflowing into the hold, helping the ship avoid the risk of sinking, ensuring safety for both people and goods, and avoiding the risk of marine environmental pollution from large amounts of ash and slag on board.
Currently, Cat Ba Border Guard Station has contacted rescue ships to support towing, and at the same time continues to coordinate with divers and crew members to thoroughly overcome the incident of ship Hoang Dao 36.
