On November 5, Hanoi City Police (CATP) held a working session conference in October 2025 and launched a special emulation movement "Third: Most disciplined - Most moderate - Most popular".
Speaking at the Conference, Colonel Nguyen Duc Long - Deputy Director of CATP assessed that in recent times, units in the Capital Police force have made efforts to synchronously deploy all aspects of work, achieving many positive results in investigating, handling reports, denouncing crimes and fighting against crimes.
However, besides outstanding results, there are still some shortcomings and limitations that need to be overcome soon to further improve quality and efficiency.
The Deputy Director of CATP requested units to seriously review and supplement complete data and reports in accordance with regulations, ensuring clarity, accuracy and transparency; completing before the prescribed deadline to serve the synthesis and assessment of the situation of the entire force.
Colonel Nguyen Duc Long also requested units to focus on fighting fiercely against 4 main groups of criminals accounting for a high proportion in the area: fraud, theft, disturbing public order and drug crimes, in which special attention is paid to the work of preventing and fighting fraud crimes in cyberspace.
Units must be proactive, resolute, identify key tasks, do it to the end, ensure that all work targets are truly completed, contributing to maintaining security and order, protecting the peaceful life of the people of the Capital.
Concluding the Conference, Lieutenant General Nguyen Thanh Tung - Director of Hanoi City Police emphasized that in the coming time, the entire force needs to continue to uphold the spirit of responsibility, promote the achieved results, and urgently complete the goals and tasks in 2025.
Units need to proactively grasp the situation, promptly advise Party committees and authorities to effectively handle emerging issues of security and order right from the grassroots; complete plans and solutions to ensure absolute safety for the 14th National Party Congress and the 16th National Assembly election and People's Council delegates at all levels for the 2026-2031 term.
The Director of CATP requested units to focus highly on crime prevention, combat and suppression; curbing the increase of murder crimes, crimes related to young people, organized crime gangs; improving the effectiveness of local management.
In addition, units need to promote digital transformation, complete 6 key solutions and software in November 2025, strengthen coordination and data sharing to serve direction, management and operations.
Tighten discipline and order, strengthen inspection and rectification of ceremonies, styles and attitudes in serving the people of officers and soldiers; strictly handle violations of working procedures. Along with that, continue to review, evaluate, and rearrange the team of commune-level police commanders, ensuring suitable capacity, practical task requirements, and better meeting work requirements in the new situation.
The Director of CATP requires heads of units to specify the content, criteria, and targets of the "Three First" emulation movement, implement it seriously and effectively, and use the results of the movement as a measure of the assessment of the sense of responsibility, awareness of training, and striving of the collective and individuals...
