Vice Chairman of the City People's Committee Le Quang Nam signed Official Letter No. 1271/UBND-DTDT on strengthening the work of ensuring traffic safety corridor order and completely handling self-opened crossings across the railway in the city.
Accordingly, the City People's Committee assigned the Department of Construction to preside over and coordinate with relevant units to strengthen the dissemination of the Railway Law and guiding documents for implementation related to railway traffic safety and order, especially traffic rules at intersections between railways and roads to the people to improve legal understanding and strictly comply with.
Coordinate with the People's Committees of communes and wards where the railway passes through to strengthen the organization and implementation of responsibilities for managing and protecting railway infrastructure. Coordinate with Vietnam Railway Corporation to urgently organize the immediate clearance of locations violating the railway traffic safety corridor; review and determine locations of self-opened paths that are dangerous to traffic safety, implement fencing, and eliminate as much as possible self-opened paths in the area without having to build auxiliary works.
For self-opened crossings that cannot be fenced off or eliminated in 2025, implement measures to ensure traffic safety such as organizing traffic flow for motor vehicles passing through the railway at legal crossings, minimizing the movement of heavy vehicles through self-opened crossings.
Maintain a full system of signs and warning signs at intersections between roads and railways, arrange traffic safety police personnel at self-opened paths with a high risk of traffic accidents; prioritize the allocation of investment funds to build service roads and other auxiliary works to eliminate self-opened paths, ensuring safety for people.
The unit's voters continue to coordinate with the Vietnam Railway Authority to implement the assigned goals, solutions and tasks according to Decision No. 358/QD-TTg dated March 10, 2020 of the Prime Minister.
Reviewing and ensuring traffic safety in the city, the City People's Committee assigned the Department of Construction to preside over and coordinate with relevant units to urgently study and handle the proposal of the People's Committee of Nui Thanh commune in Report No. 38/BC-UBND dated August 7, 2025 on ensuring safety for people and vehicles crossing the old Tam Giang bridge according to authority and legal regulations. In case of exceeding the authority, promptly advise and propose to the City People's Committee for consideration and decision.
Guiding the People's Committees of communes and wards to strengthen the management and regular maintenance of traffic infrastructure assets managed by the People's Committees at the commune level according to decentralization, ensuring that there are no management gaps, leading to damage to works and traffic insecurity.
The City People's Committee assigned the People's Committees of communes and wards to organize inspections and reviews of infrastructure problems, traffic organization in the area; bridges, culverts; crossings intersecting with railways; connection points with main roads, national highways; inland waterway wharves, mineral exploitation wharves, ferry wharves... at risk of traffic safety to handle according to their authority. In case of exceeding the authority, the advice and recommendation must be sent to the Department of Construction before August 30 for synthesis and handling, reporting to the City People's Committee for consideration and decision.
