On June 3, Dak Lak Provincial People's Committee said that the competent authority has just approved a resolution regulating the supplementation of groups of subjects eligible to borrow credit capital from local budget sources entrusted through the Social Policy Bank with preferential interest rates.
According to Dak Lak Provincial People's Committee, after the merger of administrative units, the labor force aged 15 and over in the province reached more than 1.63 million people.
However, from the beginning of 2026 to now, the demand for loans to create jobs, maintain and expand jobs of people is still high.
Meanwhile, capital from the Central Government and local budget capital entrusted through the Vietnam Bank for Social Policies are still limited and do not fully meet actual needs.
Currently, preferential loan policies with low interest rates mainly focus on a number of specific groups such as ethnic minorities from poor households, people with disabilities and households directly caring for and nurturing people with disabilities.
From the above reality, Dak Lak Provincial People's Committee believes that it is necessary to have additional support mechanisms for some specific labor groups to create conditions for accessing capital sources to develop the economy and stabilize life.
According to the newly supplemented policy, employees with permanent residence or legal residence in communes and wards in the province for 12 months or more will be considered for preferential loans if they belong to one of the 7 groups of subjects.
Specifically including: People whose land is recovered who are eligible for training, vocational conversion and job search support; people who have completed military service or participated in the People's Police Force within 60 months from the date of discharge;
Youth volunteers complete socio-economic development programs and projects; young intellectuals volunteer after completing tasks in economic - defense zones.
Workers who are Kinh ethnic people from poor households living outside areas with particularly difficult socio-economic conditions; people in difficult circumstances due to accidents, illnesses, natural disasters, fires or epidemics; students, pupils, and trainees who graduate from higher education institutions, vocational education or international students who graduate from abroad return to the country within 24 months.
At the regular press conference in June 2026, Mr. Truong Cong Thai, Vice Chairman of Dak Lak Provincial People's Committee, said that expanding the beneficiaries will create conditions for many workers in difficult circumstances to access initial capital to start businesses, create jobs or expand production and business activities.
According to Mr. Thai, this policy is expected to contribute to creating more jobs, increasing income, stabilizing people's lives, and promoting sustainable poverty reduction and socio-economic development in the province.
The above group of people are within the regulations for other subjects other than the subjects specified in Clauses 3 and 4, Article 9 of the Law on Employment No. 74/2025/QH15 to borrow capital from local budget sources entrusted through the Social Policy Bank with preferential interest rates lower than regulations.
To implement the policy, the province will balance local budget sources to entrust to the Provincial Social Policy Bank Branch to carry out lending. The estimated annual budget is about 100 - 120 billion VND.
