On April 13, Ninh Binh Provincial Police informed that the Provincial Police Investigation Agency had just issued a decision to prosecute a criminal case, prosecute the accused and issue an arrest warrant for temporary detention against Dinh Quoc B (born in 2007), Nguyen Huy D (born in 2007), Pham Trong D (born in 2007), La Phuong P (born in 2007) all residing in Van Thang commune, Ninh Binh province; Nguyen Hong P (born in 2007), Bui Minh T (born in 2007), Bui Quang A (born in 2007) and Nguyen Van H (born in 2005) all residing in Y Yen commune, Ninh Binh province for the act of committing the crime of disturbing public order.
Along with that, the Provincial Police Investigation Agency also issued a decision to prosecute the accused, applying supervision measures by representatives for 5 defendants under 18 years old.
The investigation results determined that at the end of 2025, 3 groups of young people residing in Y Yen, Van Thang, and Yen Dong communes (Ninh Binh province) due to personal conflicts gathered, prepared weapons (glass bottles, knives, swords, rubber crossbows, bricks...) and then beat and chased each other on the road in Y Yen, Van Thang and Yen Dong communes. During the scuffle, the subjects repeatedly threw bottles and bricks, used weapons to attack each other, causing insecurity and disorder.
As a result, 2 people were injured and 1 motorbike was damaged.
Currently, the Provincial Police Investigation Agency is continuing to investigate and clarify the case for handling according to the provisions of law.
