On April 7, Nam Dinh Provincial Police informed that in the process of ensuring security and order in Con Xanh area (Nghia Hung district), the police force received complaints from aquaculture households about a number of subjects with plots and intentions to threaten and disrupt public order to hinder the collection of assets and aquatic breeds of households that voluntarily handed over land.
Previously, on the evening of April 3, two loud explosions just a few minutes apart from the southern axis of the Giua River in the Con Xanh area were ringing, causing households monitoring and managing the nearby fish ponds to panic and worry.
Immediately afterwards, the police force arrived at the scene to reassure the people and immediately verified and clarified the incident.
On April 6, the police summoned Nguyen Van San (born in 1993, registered permanent residence in Nghia Hai commune, Nghia Hung district) to work. San is currently taking care of his family's fish pond in the Con Xanh area of Nghia Thanh commune.
At the end of 2024, Mr. Nguyen Van Su - San's father - signed the land handover record himself, received support money according to regulations and was supported by the government, creating conditions for the family to clear assets and collect aquaculture children until May 27, 2025.
However, not only did not record the conditions of the local government, on the evening of 3.4, San took out 2 homemade mortar cannon stored in the tent, moved towards the casuarina trees about 100m from the tent, hung the cannon on the tree, lit the fire to burn each fruit for the purpose of causing insecurity and order in the locality.
After committing the above act, San left the scene and returned to his home in Nghia Hai commune, Nghia Hung district.
Currently, the Investigation Police Agency of Nam Dinh Province Police is continuing to expand the investigation of the case, consolidate the case file, and handle the subject according to regulations.
