To minimize air pollution from the burning of agricultural by-products ( straw, rice paper), drying rice on traffic routes causes environmental pollution, traffic insecurity, affecting the quality of traffic works and people's lives.
The People's Committee of Ninh Binh province has issued a document directing the People's Committees of communes and wards to promote widespread propaganda to people and related organizations and individuals in the area about the harmful effects of straw burning and drying rice in violation of regulations.
At the same time, provide instructions on disseminating straw treatment solutions to suit each locality. Coordinate with functional units to regularly inspect and strictly handle acts of gathering to burn straw and drying rice on traffic routes.
In case of gathering, burning straws and drying rice on traffic routes, in the wrong place and causing serious consequences, the file will be transferred to the police for investigation and prosecution before the law.
Chairmen of People's Committees of communes and wards are responsible to the Chairmen of the Provincial People's Committees for acts related to burning straw and drying rice on traffic routes that are not in accordance with regulations under their management.
