On November 3, the Chairman of the Gia Lai Provincial People's Committee issued an urgent telegram, requesting units and localities to deploy measures to respond to storm Kalmaegi (storm No. 13.) and floods.
Currently, Typhoon No. 13 is active in the sea east of the Philippines. It is forecasted that by November 5, the storm will enter the central East Sea area with winds of level 13, gusting above level 16-17, heading towards the Central mainland. The storm circulation combined with cold air can cause very heavy rain, lasting for many days, with a high risk of flash floods, deep flooding, and widespread landslides.
From the reality of recent storms, especially storm No. 12 with rainfall exceeding the forecast causing serious flooding, the Chairman of the Gia Lai Provincial People's Committee requested all levels, sectors and people to absolutely not be subjective or negligent.

Agencies, units and localities must proactively activate all plans to prevent and combat storms, heavy rain, flash floods, and landslides early; be ready for situations of rain exceeding forecasts, floods rising rapidly, not being passive or surprised.
Strictly implement the "4 on-site" motto, proactively evacuate early, evacuate all people from dangerous areas, ensure safety of life. Absolutely do not let any human casualties occur and do not let people return to their old residences when safety is not guaranteed.

Localities need to proactively reserve enough drinking water, food, and essential foods for many days; organize medicine and medical supplies on site to serve people during evacuation or isolation.
The Chairman of Gia Lai province assigned the Department of Agriculture and Environment, the Provincial Border Guard Command, Quy Nhon Maritime Port Authority and coastal localities to closely monitor the storm developments; strictly manage means of transport going out to sea; review, count, grasp the location of operating ships, guide ships to escape the danger zone, and find safe shelter.
Communes and wards must promptly inform people to proactively prevent and minimize damage; resolutely evacuate people in low-lying areas, along rivers and streams and areas at high risk of landslides, especially areas such as Ba Hoa Mountain (Quy Nhon Nam Ward), Hon Cha Mountain (Quy Nhon Bac Ward), ...

"The Chairman of the People's Committee at the commune level must take full responsibility if there is any human damage due to natural disasters that the cause stems from subjectivity and lack of determination in directing and organizing implementation," the Chairman of the People's Committee of Gia Lai province emphasized.
Localities sent forces to guard and guide safe traffic at culverts, spillways, areas with deep flooding and fast-flowing water; pruning tree branches, tying up, reinforcing houses; clearing flooded and drained areas.
