Departments, branches and sectors under the City People's Committee will develop and promulgate internal procedures and electronic procedures for handling administrative procedures according to the reduced time (50%), ensuring publicity, transparency, completeness, and timely progress of handling documents on the City's Administrative Procedure Information System. At the same time, synchronize and connect with the National Public Service Portal so that people and businesses know, learn, implement, supervise and evaluate the implementation, completion and application no later than August 1.
The Department of Science and Technology shall preside over and coordinate with the Departments, branches and sectors under the City People's Committee and the City Public Administration Service Center to update the complete list of administrative procedures and develop an electronic process to handle each administrative procedure on the City's Administrative Procedure Information System in accordance with the internal procedures issued by the Departments, branches and sectors.
Units ensure the city's administrative procedure settlement information system operates stably, smoothly and is connected, synchronized, and data information sharing between the city's administrative procedure settlement information system and national and specialized databases managed by ministries and branches to serve the settlement of administrative procedures.
In addition, regularly and promptly instruct agencies, units and localities to operate and update administrative procedure records to the city's Administrative Procedure Information System to ensure smoothness, efficiency and uninterruptedness.
The City Public Administration Service Center is responsible for supervising the Departments, branches and sectors under the City People's Committee to reduce time, develop and promulgate internal processes and electronic processes to ensure a minimum reduction of 50% of the time for handling administrative procedures. At the same time, assign leaders and civil servants to monitor the Commune-level Public Administration Service Center, promptly grasp difficulties, problems, problems, and limitations while handling administrative procedures to support, guide according to authority or advise on the direction of handling cases beyond authority, ensuring that there is no delay or congestion.
The City People's Committee also directed the organization of training and professional guidance for cadres and civil servants of the Commune-level Public Administration Service Center to unify understanding, working methods and contribute to improving the quality and efficiency of receiving and handling administrative procedures to serve people and businesses.
