According to the Conference Organizing Committee, in the past time, the Party and State have issued many major guidelines and policies to continue to innovate and arrange the organizational structure of the political system in the direction of streamlining, operating effectively and efficiently; and at the same time promote decentralization and delegation of power, improving the quality of national and local governance.
This is an important milestone, creating a constitutional and legal foundation for the transition to a two-level local government model in the direction of streamlining, effectiveness, efficiency and strengthening decentralization and delegation of power. From a practical perspective, the initial operation process of the new model has also raised many theoretical and practical issues that need to be further studied and evaluated objectively, comprehensively and scientifically.
In order to promote academic exchange, share research experiences and improve professional capacity in the field of law, and celebrate the 60th anniversary of the establishment of Can Tho University (March 31, 1966 – March 31, 2026), on the morning of March 27, the Faculty of Law - Can Tho University in coordination with the Department of Justice of Can Tho City co-organized a scientific conference on the above topic.

The conference is also an opportunity for exchange and connection to open up in the future between the Faculty of Law, Can Tho University and experts and leaders of all levels of government, sharing the desire to actively contribute more and more to the common development of the country.

The presentations at the workshop were diverse in topics, from clarifying the important contents of Resolution No. 66-NQ/TW dated April 30, 2025 of the Politburo and the request to continue to improve the law on the organization and operation of local governments; Experience in decentralization in the two-level local government model in Japan for reference to Vietnam,... to practical and specific issues such as the provisions of law on civil status registration, responsibilities for land management of communes,... in the organization of two-level local governments.
In general, the presentations at the conference closely linked theory and practice, international experience and domestic requirements, as well as proposed and recommended many important suggestions for perfecting Vietnamese law in the coming time.
