On May 13, Hung Yen Provincial People's Committee held a meeting to listen to a report on the implementation of Resolution No. 57-NQ/TW of the Politburo on breakthroughs in science, technology, innovation and national digital transformation in the province.
According to the Department of Science and Technology, in 2026, the province allocated over 1,554 billion VND for science, technology, innovation and digital transformation; of which more than 802 billion VND has been allocated to agencies, units, and localities. The Central Government also supplemented more than 42.9 billion VND to implement Resolution No. 57. However, the disbursement rate is still low, by May 5, 2026, the provincial level only reached 5.03%, and the commune level reached 3.98%.
The implementation of the resolution still faces many difficulties such as the lack of specialized personnel in science, technology and digital transformation at the commune level; scattered and unsynchronized data; digital infrastructure and information technology equipment are still limited; coordination between the State - scientists - businesses is not close; mechanisms and policies on the science, technology and innovation development fund are still problematic.
In the coming time, the province determines to focus on building a common data warehouse; accelerating the construction of the Provincial High-Tech Park, the Research and Experimental Production Zone applying high technology; building innovative startup incubators; strengthening cooperation with research institutes, universities and technology businesses.

Speaking at the meeting, Mr. Nguyen Huy Dung - Alternate Member of the Party Central Committee, Specialized Member of the Central Steering Committee for Science, Technology, Innovation and Digital Transformation, emphasized that Hung Yen has many advantages to become a center of applied technology and high-tech industry of the Capital region.
Mr. Dung suggested 5 development pillars including: industrial automation, data centers, logistics technology, high-tech agriculture and digital cultural industry; and at the same time proposed building a technology corridor with 3 development poles in Van Giang, My Hao and Pho Noi.
Concluding the meeting, Mr. Nguyen Manh Quyen - Chairman of the Provincial People's Committee affirmed that Resolution No. 57-NQ/TW is of particular importance to the socio-economic development of the province.
He requested departments and sectors to focus on building a common architectural framework and standards for the whole province, promote digitization and build a common database; and at the same time remove bottlenecks in institutions, infrastructure, data and human resources.
The Chairman of the Provincial People's Committee assigned the Department of Science and Technology to advise on selecting technology enterprises for strategic cooperation, research and establish a consulting group to support the province in the fields of science, technology, innovation and digital transformation; and at the same time coordinate with telecommunications and technology enterprises to review and develop synchronous and modern digital infrastructure development plans.
