On March 31, Mr. Lai Van Hoan - Vice Chairman of the Provincial People's Committee - inspected the actual progress of construction of a number of dyke works, disaster prevention and control, and irrigation infrastructure.
Through inspection at works including Mo Dao culvert (Hong Vu commune), Dinh Cu culvert (Dong Tien Hai commune), Tan Son fishing port upgrade project (Thai Thuy commune) and Red River left dike renovation and upgrade project section passing through Pho Hien ward, the working delegation recorded that the construction progress has basically been maintained.
Specifically, the project to upgrade and renovate Mo Dao culvert currently reaches about 32% of the volume. The contractor has completed a number of items such as manufacturing valve shaft equipment, constructing temporary dams, treating the foundation and bottom of the culvert body on the field side; the remaining tasks are continuing to be implemented. At Dinh Cu culvert, the progress is about 35%, basically completing the foundation, constructing the culvert body and installing mechanical equipment.
However, both projects faced difficulties due to high prices of building materials and gasoline, which significantly affected the progress.
For the Tan Son fishing port upgrade project, the implemented volume reached about 45%. Some items such as the road to the east port and the management and operation house have been completed or reached high progress. However, dredging and construction in the water area still face many challenges because it is necessary to both ensure safety for ships entering and leaving and organize construction in complex conditions.

Meanwhile, the project to renovate and upgrade the left dyke of the Red River reached about 80% of the volume. Currently, the contractor is focusing on removing obstacles to ensure overall progress.
At the inspection, Vice Chairman of the Provincial People's Committee Lai Van Hoan acknowledged the efforts of investors and construction units; and emphasized that dyke works and disaster prevention and control are of particular importance in ensuring people's safety and socio-economic development.
The Vice Chairman of the Provincial People's Committee requested units to focus maximum manpower, materials, and equipment, accelerate construction progress, and ensure completion before the 2026 rainy and storm season. For sluice works across dikes, it is necessary to urgently complete soil embankment to the design elevation, close sluice gates before April 30, 2026; complete items to put into operation before May 30, 2026.
Regarding the Tan Son fishing port project, the construction unit needs to proactively overcome difficulties and strive to complete it before June 30, 2026, according to the direction of the Provincial People's Committee. For the left dike project of the Red River, the contractor is required to strengthen financial capacity and mobilize resources to ensure progress according to the plan.
Along with that, relevant departments, branches, and localities need to strengthen coordination, promptly remove difficulties, and create favorable conditions for projects to be implemented on schedule, ensuring quality and safety of works.
