The People's Council of Hung Yen province issued a Resolution on the 5-year financial plan for the period 2026-2030, with the goal of improving the efficiency of budget revenue and expenditure and focusing resources on socio-economic development.
According to the Resolution, total budget revenue in the area by 2030 is strived to reach more than 65,000 billion, of which domestic revenue reaches 57,000 billion, import and export revenue is about 8,000 billion. The province also strives to increase revenue from land use fees, expected to reach 200,000 billion, in order to create resources for key projects.
Total budget revenue in the period 2026-2030 is 426,317 billion VND, an increase of 53.7% compared to the previous period, of which domestic revenue accounts for 390,800 billion VND, and revenue from import and export is 35,517 billion VND.
Regarding budget expenditure, the Resolution sets a target to mobilize maximum resources for infrastructure development investment, with development investment expenditure of 200,000 billion, accounting for 48.3% of the total local budget expenditure. Recurrent expenditure is estimated at 184,659 billion, accounting for 44.6%.
The Resolution emphasizes ensuring that spending on education, science and technology, and innovation is not lower than the estimated level assigned by the Prime Minister, contributing to creating a foundation for sustainable development for the locality in the next 5 years.
At the same time, Hung Yen province strictly controls public debt, limits overspending and promotes autonomy mechanisms for public non-business units, streamlines staff, and saves regular expenses.
