On September 8, Mr. Nguyen Khac Than - Chairman of the Provincial People's Committee chaired an online conference with 104 communes and wards to assess the socio-economic situation in August and deploy tasks for September 2025.
The conference heard the report of the Department of Finance on the results of 5 working groups inspecting the disbursement of public investment capital and the operation of two-level governments; the report of the Department of Home Affairs on regulations on temporary management and use of civil servants, public employees and workers.
Speaking at the conference, Chairman of the Provincial People's Committee Nguyen Khac Than basically agreed with the achieved results, and pointed out the limitations. Regarding tasks in September and the last months of the year, Chairman of the Provincial People's Committee Nguyen Khac Than suggested that departments, branches, People's Committees of communes and wards continue to seriously implement the direction and conclusions of the Provincial Party Committee, the Standing Committee of the Provincial Party Committee and the direction of the Provincial Party Committee Secretary on focusing on implementing solutions for socio-economic development in the last months of the year. Ensure that commune-level authorities operate effectively, efficiently, and smoothly, meeting the requirements of social management and operation at the grassroots level.
Chairman of the Provincial People's Committee Nguyen Khac Than requested the Secretaries and Chairmen of the People's Committees of communes and wards to review, arrange and assign professional staff according to their positions, promote their capacity and strengths in conjunction with the work of training and fostering professional staff and civil servants with qualifications in information technology; operate the budget smoothly, without congestion.
Sectors and localities need to improve the quality of handling administrative procedures, especially in the fields of land, construction, and business registration; at the same time, promote decentralization and delegation of authority associated with the responsibility of the head in performing tasks. Departments and specialized sectors increase staff to the grassroots level to directly guide and remove difficulties for localities in the direction of "hand-sharing in direction".
To achieve the province's growth target of 10.5% or more in 2025, the Chairman of the Provincial People's Committee requested departments, branches and localities to focus on site clearance, closely follow the progress of projects and works under implementation; focus on reviewing and removing institutional bottlenecks and bottlenecks. Increase budget collection, including maximizing new space. Strongly implement digital transformation, in which local leaders and units must be responsible to the Provincial People's Committee if there are delays.
