From July 1, the Provincial and Commune-level Public Administration Service Center (Center) in Hung Yen will operate, receiving and handling administrative procedures for people and businesses. However, in the early stages, some localities have difficulties with limited headquarters, incomplete machinery, slow internet connection, lack of experience for civil servants, low rate of citizens activating VneID level 2, while the National Public Service Portal and specialized software are not stable.
To overcome this, the People's Committee of Hung Yen province requires communes and wards to expand headquarters, add checkpoints for receiving procedures, upgrade equipment and internet connection. Each Center needs to have automatic numbering devices, search kiosks, manual search boards, satisfaction assessment devices, surveillance cameras, excavators, waiting chairs, scan machines, computers and printers at each counter. Officials must be proficient in information technology, instruct people to digitize documents and submit them online.
The center will receive 100% of administrative procedures online, update to the National Public Service Portal, and promptly resolve on-duty, including procedures regardless of administrative boundaries, especially from September 10, receiving land procedures from the Provincial Land Registration Office. The People's Committees of communes and wards must also develop working regulations, coordinate with the Land Registration Office and public service agents, ensuring convenient and effective service to people.
Agencies such as the Department of Home Affairs, the Department of Agriculture and Environment, the Provincial Police and the Department of Education and Training are required to coordinate in implementing solutions: arranging enough staff, providing professional training, granting 100% of level 2 VneID accounts to organizations, individuals, and students aged 15 and over, instructing on the use of online public services, and at the same time ensuring compliance with the correct process of handling administrative procedures.
The People's Committee of Hung Yen province emphasized the synchronization of the above solutions to improve service quality, ensure smooth and convenient handling of administrative procedures for people and businesses, and at the same time gradually digitize records, reduce unnecessary paperwork, and create conditions for local socio-economic development.
