On July 28, the People's Committee of Khanh Hoa province announced that it had issued a Project "Building drug-free communes, wards, and special zones in Khanh Hoa province, period 2025-2030".
According to statistics, as of June 14, 2025, the whole province has 2,525 drug addicts and illegal drug users with management records, accounting for about 0.11% of the province's population.
Of which, 1,669 people (equivalent to 66.1%) are living outside society. Compared to the end of 2024, the number of people with records increased by 681 cases, equivalent to an increase of 37%.
Age structure analysis shows that the group from 18 to under 30 years old accounts for the highest rate at 48.87%; followed by the group over 30 years old at 48%.
Notably, the group of adolescents aged 14 to under 18 also experienced drug addiction or illegal drug use, although accounting for a small proportion (0.13% and 0.3%).
Regarding educational qualifications, the majority of drug addicts and illegal drug users only attend junior high school (accounting for 50%) or high school (25%). The illiteracy rate accounts for 3.5%, college and university degrees or higher are very low, only 0.5%.
Employment is also a matter of concern: Only 5.5% of drug addicts have stable jobs; 24% have jobs but are unstable, the remaining 70.5% are unemployed.
In the first 6 months of 2025, the whole province recorded 216 people who were recovered from drug addiction or illegal drug use. The province is currently managing after-rehabilitation for 258 people.
The general goal of the Project is to promote the combined strength of the entire political system and society in drug prevention, control and combat. Khanh Hoa aims to have at least 50% of communes, wards and special zones meet the "drug-free" standards by 2030; at the same time, maintain drug-free areas and convert hot and complex spots.
The province hopes that the implementation of the Project will contribute to ensuring political security, social order and safety; serving the economic, social and foreign development of the province.
