On April 22, the Cao Bang Provincial Party Committee held a meeting between the Standing Committee of the Provincial Party Committee and the Standing Committees of the Party Committees of communes and wards to assess the situation and propose solutions for socio-economic development.
The conference recorded many opinions and recommendations from grassroots levels, focusing on four main groups of issues: double-digit economic growth, two-level government operation, digital transformation and improving the quality of officials.
Reality shows that, despite achieving some positive results in the first quarter of 2026, the province still faces many difficulties such as unstable output of agricultural products (especially tobacco), land problems, slow administrative procedures, lack of public investment capital and limitations in transportation and electricity infrastructure.
At the commune level, the shortage of human resources in specialized fields such as finance, construction, internal affairs, digital transformation... is still a major obstacle when implementing the two-level government model.

Localities proposed to supplement staff, strengthen training, have mechanisms to support part-time officials, and at the same time remove "bottlenecks" in planning, land funds, investment attraction and agricultural product consumption.
Representatives of departments and sectors also directly answered and guided many contents related to production development, infrastructure, education, energy and disease prevention and control.
Concluding, Secretary of Cao Bang Provincial Party Committee Phan Thang An emphasized the requirement to strongly shift from "resolution to action", promote personal responsibility, and end the situation of avoidance and shirking. Each task must be associated with specific responsible people, with clear progress and products.
To achieve the double-digit growth target, the province identifies public investment as a "lever" to attract private investment, while putting businesses at the center.
100% of public investment projects must be monitored for progress weekly and monthly, with the direct direction of commune-level leaders.
Notably, the province requested to review all abandoned land and public assets; compile a list of slow-progressing projects to handle them thoroughly, striving to solve at least 70% of backlogs in the second quarter of 2026, not to let the situation of "knowing problems but no one removing them" occur.

Along with that, digital transformation must go into substance, creating specific products; the two-level government model needs to operate effectively in the direction of "a province strong in strategy, a commune strong in implementation".
The province will also tighten discipline, strengthen inspection and resolutely replace officials who do not meet requirements.
Provincial leaders affirmed that Cao Bang is facing both great opportunities and challenges. If actions are drastic, synchronous and substantive, the locality can completely break through, creating clear changes in socio-economic development and improving people's lives.
