According to the People's Committee of Ha Tinh province, the urging of investors to speed up the implementation of projects supported by the central budget reserve in 2023 to overcome the consequences of natural disasters and landslides has been regularly directed by the Provincial People's Committee and assigned specific responsibilities to investors and related departments and branches.
However, up to now, there are 6 projects under construction (estimated volume from 10% to 62%), 1 new project started construction on November 1.
Given that there are only nearly 2 months left from now until the end of 2024, coinciding with the rainy and flood season in the area, it is necessary to focus on speeding up the progress to be able to disburse capital in 2024.
Therefore, investors are required to regularly direct and urge contractors to maximize their human resources, equipment, supplies, and materials to work overtime and increase shifts to speed up construction progress, especially for projects that have completed less than 50% of the volume.
In particular, the requirement for 2 projects with large total investment is the project to overcome landslides on the Ngan Pho riverbank, section through Truong Son commune, Duc Tho district (reaching 10%) and the project to overcome landslides on the Ngan Sau riverbank, section through village 5 and village 2, Ha Linh commune, Huong Khe district (just started 5 days ago) by all means to ensure the project progress requirements and the progress of disbursing the allocated capital.
“In all cases, the Chairmen of the People's Committees of the districts: Huong Khe, Vu Quang, Duc Tho, Cam Xuyen and Hong Linh town must take full responsibility before the law, the Provincial People's Committee, the Chairman of the Provincial People's Committee for the progress, quality, safety during the construction process and the progress of disbursing the central support capital before December 31, 2024" - the direction of the Ha Tinh Provincial People's Committee clearly stated.
The People's Committee of Ha Tinh province also requires a weekly report on the progress of project implementation to the Standing Office of the Steering Committee for Disaster Prevention and Control and Search and Rescue of Ha Tinh province.
The projects that the People's Committee of Ha Tinh province is urging progress on include: Overcoming landslides in the upstream canal of Trung Luong culvert, Hong Linh town, invested by the People's Committee of Hong Linh town with a total capital of 14 billion VND; overcoming landslides on the banks of Ngan Pho river, section through Truong Son commune, Duc Tho district, invested by the People's Committee of Duc Tho district with a total capital of 40 billion VND.
Overcoming landslides on the banks of Ngan Sau River through Village 5 and Village 2, Ha Linh Commune, Huong Khe District, invested by Huong Khe District People's Committee with a total capital of 60 billion VND.
Repairing and restoring Cay San dam, Gia Pho commune, invested by Huong Khe district People's Committee with a total capital of 7 billion VND; repairing and restoring Tat dam, Hoa Hai commune, invested by Huong Khe district People's Committee with a total capital of 12 billion VND.
Urgently repairing the embankment to prevent landslides on the left bank downstream of Cho Vuc bridge, Cam Due commune, invested by Cam Xuyen district People's Committee with a total capital of 10 billion VND; repairing the landslide of inter-commune road LX04 from Huong Dai bridge, TDP3, Vu Quang town - Intersection with DH.81 road in village 1, Quang Tho commune, invested by Vu Quang district People's Committee with a total capital of 7 billion VND.
