The plan to implement Resolution No. 21-NQ/TU dated April 29, 2026 of the City Party Committee Executive Committee (TP) on improving the quality of training and developing high-quality medical human resources of Can Tho City to 2030, with a vision to 2035 (Can Tho City People's Committee issued on July 21, 2026) has opened up many expectations for the team of doctors and medical staff in the locality when placing the rights, learning opportunities and preferential policies as the center of development.
One of the key contents is to create a solid "couloir" to care for, protect the rights and retain the medical force.
In this plan, Can Tho City People's Committee assigned the Department of Health to preside over and coordinate with the Department of Home Affairs and the Department of Finance to advise on the development of the Resolution of the Can Tho City People's Council on policies to attract, support training, remuneration and retain high-quality medical personnel, leading experts, good doctors, scientific staff and high-tech human resources in accordance with regulations.

The new policy focuses on removing difficulties and creating motivation for frontline forces facing a lot of pressure. Health officials working in the grassroots health system, preventive medicine or working in specialized and difficult-to-recruit industries will receive appropriate support mechanisms.
Along with benefits, the opportunity to improve professional qualifications is considered the "key" to help medical staff confidently develop their careers.
Can Tho sets a target that by 2030, over 60% of clinicians at grade I hospitals and specialized hospitals will have postgraduate qualifications. Can Tho City will proactively train from 30 to 50 PhDs and equivalents, and at the same time bring the proportion of preventive medicine staff with postgraduate qualifications to at least 50%.
