Phu Tho - Hoa Binh Hydropower Plant opens a bottom spillway to regulate downstream flow, while storm No. 12 Fengshen is approaching the East Sea, forecast to cause widespread heavy rain.

According to an update from Hoa Binh Hydropower Company, as of 3:00 p.m. on October 20, the upstream water level of Hoa Binh Lake was at 116.8m; the water flow to the lake reached 3,042m3/s; total discharge was 4,175m3/s.

Implementing the inter-reservoir operation process on the Red River basin, Hoa Binh Hydropower Plant opened a bottom spillway at 11:00 a.m. the same day to stabilize the downstream flow.

Mr. Pham Van Vuong - Director of Hoa Binh Hydropower Company - said that the regulation of closing and opening the spillway will be implemented flexibly, based on hydrological developments, the amount of water flowing in and the direction of the National Steering Committee for Natural Disaster Prevention and Control.

All parameters on water level and discharge flow are continuously updated, reported to the Ministry of Agriculture and Environment through the Department of Dyke Management and Natural Disaster Prevention, and related agencies.

To respond to the risk of floods and sudden increases in water flow, the Ministry of Agriculture and Environment has requested the People's Committees of Phu Tho, Hanoi, Bac Ninh, Hai Phong, Hung Yen, Ninh Binh provinces to promptly notify authorities at all levels, people living along the river, aquaculture facilities, ferry terminals/ Along and waterway vehicles.

At the same time, construction works along the river, coastal sand and gravel mining areas must be reviewed to ensure the safety of people and property when flood discharge occurs.

According to the National Center for Hydro-Meteorological Forecasting, Typhoon Fengshen has entered the eastern sea area of the North East Sea, becoming the 12th storm of 2025.

At 1:00 p.m. on October 20, the center of storm No. 12 Fengshen was at about 18.3 degrees north latitude - 115.9 degrees east longitude, about 460 km east-northeast of Hoang Sa Special Zone.

The strongest wind near the storm center is level 9 - 10 (75 - 102 km/h), gusting to level 12. The storm is moving west-northwest at a speed of about 20 km/h.

Typhoon No. 12 Fengshen is forecast to reach its maximum gust of level 13 in the next 24 hours; then change direction to the southwest due to interaction with cold air.

On land, due to the influence of storm circulation and cold air combined with easterly wind disturbances, terrain effects and easterly winds after the storm, from the night of October 22 to 26, the area from Ha Tinh to Quang Ngai is highly likely to experience widespread heavy rain.

There is a high risk of flash floods and landslides in mountainous areas, flooding in low-lying areas and urban areas. Localities need to pay attention to safe operation of hydroelectric and irrigation reservoirs before, during and after the storm; prepare response plans for flood scenarios on rivers from Quang Tri to Quang Ngai that are likely to reach alert level 3 and exceed alert level 3. The forecast level of natural disaster risk due to floods and inundation is level 3.
