The Ministry of Education and Training (MOET) has just published a draft Circular regulating tutoring and extra learning, asking for comments from August 22 to October 22.
The draft circular also stipulates that organizations or individuals doing business in tutoring and extra-learning activities outside of school must register their business in accordance with the law. At the same time, publicize the subjects for which tutoring and extra learning are organized; Extra teaching time for each subject according to each grade level; location and time of tutoring and learning; List of tutors and fees charged for tutoring before enrolling in tutoring and extra classes.

Fishermen are suffering because many river mouths in Quang Binh are silted up
Currently, Quang Binh province has 5 river mouths, but up to 4 of them are filled with sediment. This makes it difficult for thousands of fishermen's fishing boats to find a place to park.
Quang Binh province is having a headache in the "journey" of finding a place to park for thousands of large and small fishing boats in the area. 4/5 major river mouths of the province including Roon (Quang Trach district), Ly Hoa (Bo Trach district), Dinh (Bo Trach district) and Nhat Le (Dong Hoi city) were all filled up. There is only Gianh river mouth deep enough for ships and boats to enter and exit.

Many motorbikes deliberately entered the overpass for cars in Hai Phong
Ignoring the ban sign, many motorbikes in Hai Phong still enter the overpass for cars, potentially endangering traffic safety.
On the morning of August 24, recorded by Lao Dong reporter, at the Le Hong Phong - Nguyen Binh Khiem overpass, the number of vehicles passing by was quite large. Signs prohibiting motorbikes, mopeds, bicycles, and rudimentary vehicles are installed on both sides of the overpass. However, in just a few minutes, reporters recorded dozens of motorbikes weaving between trucks and container trucks to "ride" onto this overpass. Worth mentioning, there are cases where the driver did not wear a helmet but still drove onto the bridge.
