The Ministry of Education and Training (MOET) has just published a draft Circular regulating tutoring and extra learning, asking for comments from August 22 to October 22.
Teachers are not allowed to force students to take extra classes
According to the draft circular, there are 5 principles of extra teaching and learning as follows:
Extra teaching and extra learning are only organized when students have a need to learn extra, volunteer to learn extra, and are approved by their parents or guardians (hereinafter collectively referred to as the student's parents). Organizations and individuals organizing extra tutoring and learning must not use any form to force students to take extra classes.
The content of extra teaching and learning must contribute to consolidating and improving students' knowledge, skills, and personality education; not contrary to the provisions of Vietnamese law, not carrying prejudices about ethnicity, religion, profession, gender, social status, customs and traditions of Vietnam.
The duration, time and location of tutoring and tutoring are appropriate to the psychology and physiology of the age group, ensuring the health of students, and complying with legal regulations on security, order, safety and environmental sanitation. Schools in the area have extra classes and extra classes.
Do not reduce the content of the subject program in the school's educational plan to include extra teaching and learning; Do not teach additional content in advance compared to the subject curriculum distribution in the school's educational plan; Do not use examples, questions, exercises that have been taught or studied to test and evaluate students.
Do not organize extra teaching and learning in schools for schools that have organized 2 (two) teaching sessions/day.
Teachers and principals are given extra classes outside of school
The draft circular also stipulates that organizations or individuals doing business in tutoring and extra-learning activities outside of school must register their business in accordance with the law.
At the same time, publicize the subjects for which tutoring and extra learning are organized; Extra teaching time for each subject according to each grade level; location and time of tutoring and learning; List of tutors and fees charged for tutoring before enrolling in tutoring and extra classes.
Teachers (including vice principals or deputy heads) who are working and receiving a salary from the salary fund of a general education institution or a public continuing education institution participating in extracurricular teaching outside of school must perform present the following requirements:
