On August 24, the Office of the People's Committee of Quang Tri province said that during the harvest of the 2026 Summer-Autumn crop, on some roads in the southern area of the province, there was a situation where people used roadbeds and sidewalks to dry rice and agricultural products, posing a potential risk of traffic unsafety.
Faced with the above situation, the Office of the Provincial People's Committee requested the Provincial Police, Department of Construction and People's Committees of relevant localities to inspect, consider and resolve according to their authority, ensuring compliance with regulations and safety for people and vehicles participating in traffic.
Records in Trieu Binh, Nam Hai Lang, Trieu Co communes show that during the summer-autumn rice harvest season, some people still use the road surface to dry rice, straw, and gather agricultural products. Some cases also use bricks, stones and other items to encircle and cover the drying area, narrowing the road for vehicles to circulate.
Faced with that situation, the commune police have implemented many solutions to propagate and mobilize people to change their habits and not use roadsides and roadsides as places to dry and gather agricultural products.
In Trieu Binh commune, in the first 2 weeks of August 2026, the Commune Police propagated and mobilized more than 50 households; 100% of households propagated and signed commitments not to dry agricultural products on traffic roads, proactively choosing suitable locations, ensuring safety for people and vehicles.
According to Trieu Binh Commune Police, drying rice and straw on the road not only obstructs traffic but also reduces the ability to observe and handle situations of vehicle drivers. Rice and straw can reduce road surface adhesion, causing slipperiness, especially dangerous for motorbike and moped drivers.
In Nam Hai Lang commune, the police force also promoted propaganda and reminded people not to erect obstacles on the road, not to burn straw after harvest, which affects the environment and limits the visibility of traffic participants.
Trieu Co Commune Police also organized propaganda to people, and at the same time regularly patrolled and promptly rectified the situation of drying rice on roads.
According to the provisions of point g, clause 2, Article 12 of Decree No. 168/2024/ND-CP, the act of drying paddy, rice, straw, rice paddy, agricultural, forestry, and seafood on roads or placing threshing machines on roads may be fined from 200,000 VND to 250,000 VND.
Local police forces request people to raise awareness of complying with regulations on traffic order and safety; proactively harvest, dry and store agricultural products in the right places. Keeping roads and sidewalks clear not only contributes to preventing accidents but also ensures safety for people and the community.
