Previously, at noon on May 19, during a patrol on road 390B in Nhan Lu village, Ha Bac commune, HP22 patrol team of Ha Bac Commune Police discovered 3 young men driving 1 motorbike 15AG-702.46 at high speed, all without helmets.
Recognizing that the motorbike driving of the group of young people could cause danger and unsafety for traffic participants, the HP22 patrol team of Ha Bac Commune Police recorded the characteristics and coordinated with the Order Police Team to stop and inspect vehicles and drivers.
During the inspection, Ha Bac Commune Police identified 3 cases of motorbike drivers: P.N. B (born in 2008, residing in Lan Can 2 village, Ha Nam commune, Hai Phong) carrying P.N. H (born in 2013, residing in Ha Nam commune) and H.V. Q (born in 2008, residing in Van Tue village, Ha Bac commune).
Ha Bac Commune Police determined that P.N. B had violations of traffic safety and order such as: not wearing a helmet, carrying more than the prescribed number of people, driving a vehicle carrying passengers behind without wearing a helmet, people from 16 years old to under 18 years old driving motorbikes with a cylinder capacity of over 50 cc, vehicles without rearview mirrors.
Currently, Ha Bac Commune Police have temporarily seized the vehicle for handling according to regulations and notified the family to coordinate management.
