According to initial information, at about 11 am on February 5, 2026, Nguyen Tan Lam drove a motorbike with license plate 51U6-2973 (without a vehicle registration certificate) to Vinh Trung hamlet, Vinh Trach commune, An Giang province and discovered a motorbike with license plate 67H2-4536 parked in the yard of Mr. Pham Van Quanh's house (born in 1974), so he had the intention to steal it.
To carry out the act, when he observed that no one was passing by, Lam immediately left his motorbike and went in to steal Mr. Quanh's motorbike. At this time, Mr. Quanh discovered it, immediately shouted and chased after it, and at the same time reported to the Commune Police.
