How is selling medicine without a prescription fined?

Point g, Clause 4, Article 59, Chapter II of Decree No. 90/2026/ND-CP stipulating penalties for administrative violations in the field of health (effective from May 15, 2026) stipulates the retail sale of drugs and medicinal herbs as follows:

4. A fine of 10 million VND to 20 million VND shall be imposed for one of the following acts:

g) Selling prescription drugs when there is no prescription;

Clause 5, Article 4 of Decree No. 90/2026/ND-CP stipulates the level of fines for individuals and organizations as follows:

5. The fine level specified in Chapter II of this Decree is the fine level for individuals. For the same administrative violation, the fine level for organizations is 2 times the fine level for individuals.

Thus, from May 15, 2026, the act of selling prescription drugs without a prescription will be fined from 10 million VND to 20 million VND for individuals and fined from 20 million VND to 40 million VND for organizations according to the above regulations.
