In Official Dispatch 7415 of 2025 on the plan to ensure personnel at the commune level, the Ministry of Home Affairs requested the People's Committees of provinces and centrally run cities to direct agencies and organizations under their management to review the current status of the arrangement and use of civil servants who meet the requirements of expertise and profession according to the functions and tasks and temporarily orient the list of job positions at the commune level.
In the immediate future, ensure the minimum number of civil servants at administrative organizations at the commune level according to the instructions in Official Dispatch 09 of 2025.
According to the list of job positions attached to the Official Dispatch, there are 28 professional and technical positions oriented to be arranged by industry and field.
The Department of Culture and Society is arranged with 8 positions, divided into 4 field groups.
In particular, in the health sector alone, the Ministry of Home Affairs details the tasks and capacity framework for 1 job position to arrange civil servants at the commune level.
Accordingly, health sector experts: Management of preventive medicine; medical examination, treatment, rehabilitation; mothers, children; population; prevention and control of social evils (excluding drug addiction treatment and post-drug addiction management); social protection; traditional medicine; pharmaceuticals; cosmetics; food safety; medical equipment; health insurance.
This position fully performs the tasks of specialized civil servant positions in the health sector according to the instructions in Circular No. 19/2023 dated November 6, 2023 of the Minister of Health.
The above job positions are based on the actual situation in the area and the requirements of key tasks in the health sector at the commune level, the People's Committees at the commune level proactively determine the requirements for civil servants' training to arrange them appropriately, ensuring good performance of assigned tasks.
