Article 1 of Circular No. 190/2014/TT-BTC regulating the policy of supporting electricity bills for poor households and social policy households stipulates the scope of regulation and subjects of application as follows:
1. This Circular stipulates the implementation of the policy of supporting electricity bills for poor households and social policy households according to Decision No. 28/2014/QD-TTg dated April 7, 2014 of the Prime Minister regulating the structure of retail electricity price lists.
2. The beneficiaries of electricity bills for living purposes are one of the following households:
a) Poor households are approved by competent authorities according to the criteria specified in the Prime Minister's Decision No. 09/2011/QD -TTg of January 30, 2011, promulgating poor and near -poor households applied for the period 2011 - 2015 and amendments, supplements or replacements if any (hereinafter referred to as poor households); In case the locality has poor households in accordance with local standards higher than the national poor household standard, they shall comply with the actual poor household standards in each locality, the funding for electricity support for the poor households has a higher poverty line higher than the national standard by the local budget to ensure the provisions of the State Budget Law.
b) Social policy households approved by competent authorities according to the criteria specified in Decision No. 60/2014/QD-TTg dated October 30, 2014 of the Prime Minister stipulating the criteria for social policy households to be supported with electricity bills and documents amending, supplementing or replacing them if any, not falling under the poverty line prescribed in Point a, Clause 2 of this Article (hereinafter referred to as social policy households).
Thus, the current beneficiaries of monthly electricity allowance reduction include poor households and social policy households mentioned above.
