Placing door latches inside a karaoke room is fined up to 60 million VND

Clause 6, Article 21 of Chapter II of Decree No. 87/2026/ND-CP stipulating penalties for administrative violations in the field of culture and advertising (effective from May 15, 2026) stipulates violations of regulations on karaoke service business and dance club services as follows:

6. A fine of between VND 20,000,000 and VND 30,000,000 shall be imposed for one of the following acts:

a) Place door latches inside karaoke rooms, nightclubs;

b) Install alarm devices, except for automatic fire alarm systems and devices at karaoke service business locations, dance club services;

c) Not ensuring images are consistent with the lyrics shown on the screen (or in similar form) or with the culture, ethics, and fine customs of the Vietnamese people in the karaoke room;

d) Not adjusting the license to be eligible to do karaoke service business, dance club service in case of changes in the number of rooms or owners;

e) Operating nightclub services during periods not allowed to operate daily as prescribed.

Clause 2, Clause 3, Article 6 of Decree No. 87/2026/ND-CP stipulates the level of fines and sanctioning authority for individuals and organizations.

2. The penalty level specified in Chapter II and Chapter III of this Decree is the penalty level applied to individuals, except for cases specified in Clauses 2, 5, 6 and 7 of Article 15; Clauses 4, 5, 6 and 7 of Article 16; Clauses 1, 2, 3, 4 and point b of Clause 5 of Article 33; Clauses 1, 2, 3, 4 and point b of Clause 5 of Article 34; Clauses 1, 2, 3, 4 and point a of Clause 5 of Article 35; Articles 57, 58 and 59 of this Decree is the penalty level applied to organizations.

3. For the same administrative violation, the fine for organizations is 2 times the fine for individuals.

Thus, from May 15, 2026, in case the owner of a karaoke service business establishment sets the door latch inside the karaoke room, they may be fined 20,000,000 VND to 30,000,000 VND for individuals and 40,000,000 VND to 60,000,000 VND for organizations according to the above regulations.
