Clause 3, Article 5 of Circular No. 60/2025/TT-BCT stipulates the selling price of electricity according to the time of use per day as follows:

3. The subjects that are required to apply electricity prices based on the time of electricity use per day (hereinafter referred to as the three-priced form) include:

a) Electricity buyers used for production and business purposes are supplied with electricity through specialized transformers of 25 kVA or more or have an average electricity output of 2,000 kWh/month or more for 3 consecutive months;

b) Power retail units in industrial parks and industrial clusters;

c) Units purchasing electricity for retail sale of electricity other than for business purposes in commercial - service - business complexes.

Thus, there are 03 groups of subjects subject to the retail price of electricity according to the time of use according to the above regulations.
