Clause 2, Article 30 of the Law on Organization of Local Government 2025 stipulates that the determination of the number of People's Council members at the commune level is implemented according to the following principle:
a) Communes in mountainous and island areas with 5,000 or less members can elect 15 delegates; communes with 5,000 or more members to 10,000 members can elect 01 delegate for every 1,000 additional members; communes with 10,000 or more members can elect 01 delegate for every 3,000 members, but the total number cannot exceed 30 delegates;
b) Communes not falling under the provisions of Point a of this Clause with 10,000 or less members can elect 15 delegates; those with more than 10,000 members to 20,000 members can elect 01 delegate for every 2,000 additional members; those with more than 20,000 members can elect 01 delegate for every 6,000 members, but the total number cannot exceed 30 delegates;
c) Wards in provinces with 10,000 or less members can elect 15 delegates; those with more than 10,000 members to 20,000 members can elect 01 delegate for every 2,000 additional members; those with more than 20,000 members can elect 01 delegate for every 6,000 members, but the total number cannot exceed 30 delegates;
d) Wards in a city with 15,000 or less members can elect 15 delegates; with more than 15,000 members to 45,000 members, 01 delegate will be elected for every 6,000 additional members; with more than 45,000 members, 01 delegate will be elected for every 7,000 members, but the total number cannot exceed 30 delegates;
d) Special zones with 5,000 or less members can elect 15 delegates; those with more than 5,000 members to 10,000 members can elect 01 delegate per 1,000 additional members; those with more than 10,000 members can elect 01 delegate per 3,000 members, but the total number cannot exceed 30 delegates.
Thus, the determination of the number of People's Council members of the commune is determined according to the above principle.
