Clause 1 and Clause 2, Article 32 of Decree No. 158/2025/ND-CP (effective from July 1, 2025) stipulate regional allowances for social insurance beneficiaries as follows:
1. Subjects of application
a) Employees who are participating in or are reserving social insurance payment period but have working period before January 1, 1995 at the place where the regional allowance is calculated as the social insurance payment period or have paid social insurance including regional allowance before January 1, 2007;
b) People who are receiving monthly pension, disability allowance, occupational accident and disease allowance but are also receiving monthly regional allowance at their permanent residence with regional allowance before July 1, 2025.
2. Benefit regime
a) Employees specified in Point a, Clause 1 of this Article, when quitting their job to receive a pension or one-time social insurance, in addition to receiving a pension or one-time social insurance according to regulations, will also receive a one-time allowance corresponding to the time and amount of allowance for the area where social insurance has been paid.
When an employee specified in Point a, Clause 1 of this Article dies, relatives in addition to receiving the death benefit regime as prescribed will also receive a one-time allowance corresponding to the time and amount of regional allowance that the subject specified in Point a, Clause 1 of this Article has paid social insurance;
b) Subjects specified in Point b, Clause 1 of this Article are allowed to continue receiving regional allowances at the current level. In case of changing the permanent residence and receiving monthly pension, allowance for loss of working capacity, monthly allowance for work-related accidents and occupational diseases in a place with a regional allowance, the regional allowance level will be enjoyed according to the regional allowance level of the subject currently receiving the new permanent residence; in case the new permanent residence does not have a regional allowance, the regional allowance will be ceased.
Thus, regional allowances for social insurance beneficiaries are implemented according to the above regulations.
