3. Regional allowance:
Applicable to subjects working in remote, isolated places and bad climate.
Allowances include 7 levels: 0.1; 0.2; 0.3; 0.4; 0.5; 0.7 and 1.0 compared to the general minimum wage. For non-commissioned officers and conscripts in the armed forces, regional allowances are calculated compared to the private rank allowance.
Pursuant to Section 1 of Joint Circular 11/2005/TTLT-BNV-BLDTBXH-BTC-UBDT regulating the subjects entitled to regional allowances, full-time cadres and civil servants in communes, wards and towns are among the subjects entitled to regional allowances.
According to Decree 31/2012/ND-CP (which has expired), the general minimum wage applies to cadres, civil servants, public employees, and subjects belonging to the armed forces; political organizations, socio-political organizations; State-owned public service units; public service units of political organizations, socio-political organizations; single-member limited liability companies owned by the State that are organized, managed, and operated under the Law on Enterprises.
Thus, the general minimum wage is the current basic salary.
Recently, the National Assembly agreed not to increase public sector salaries, pensions, social insurance benefits, monthly allowances, and preferential allowances for meritorious people in 2025 in Resolution 159/2024/QH15.
Therefore, it is expected that in 2025, the basic salary of VND 2,340,000/month will still be applied.
Regional allowances for commune-level civil servants in 2025 (in cases that meet the prescribed conditions) are calculated based on the basic salary x regional allowance coefficient.
