According to information from the National Center for Hydro-Meteorological Forecasting, at 1:00 p.m. on October 20, storm No. 12 was at about 18.3 degrees north latitude - 115.9 degrees east longitude, about 460 km east-northeast of the Hoang Sa archipelago. Immediately after entering the East Sea, the storm moved west-northwest at a fairly fast speed of about 20 km/h and is currently slowing down compared to when it first entered. The storm tends to strengthen, reaching level 11, gusting to level 13 in the next 24 hours.
Implementing the Official Dispatch of the National Civil Defense Steering Committee, the City Civil Defense Command requests coastal localities, special zones and Hai Phong Border Guard forces to closely monitor storm developments; strictly manage vehicles going out to sea; organize counting, promptly notify owners of vehicles, captains of ships and boats operating at sea of the location, direction of movement and dangerous areas of the storm to proactively prevent.
The City Civil Defense Command also requires units to be ready with rescue forces and vehicles when situations arise; organize serious and timely duty to report to the Department of Water Resources Management and Natural Disaster Prevention for synthesis and consultation with the city for direction.
