The 17th Provincial People's Council, term 2021-2026, continues to discuss in groups, divided into 5 groups to review reports, submissions and draft resolutions submitted at the session. The discussion took place seriously, focusing on major groups of issues.
With the report on the implementation of tasks in 2025, delegates highly appreciated the preparation of the Provincial People's Committee and departments and branches, but suggested analyzing more clearly the quality of growth in the context of the arrangement of administrative units; pointing out the slow-moving fields and responsibilities of each branch and each locality. Regarding budget revenue and expenditure, the delegate requested clarification of the sustainability of revenue sources, causes of revenue shortages, expenditure structure, and at the same time proposed to specifically identify projects with delays, procedures, site clearance and investor capacity.
In the fields of agriculture, land, resources - environment, opinions suggested studying a mechanism to support high-quality agriculture; strengthening the handling of land violations; having more feasible solutions for waste and wastewater in residential areas, urban areas, and industrial parks.
Regarding culture and society, the delegate suggested closely assessing the situation of teacher shortage, overloaded health care and vocational training that do not meet the needs of businesses; paying attention to arranging staff, organizing the apparatus and effectively implementing public health care. The delegate also proposed specific solutions for digital transformation, digital citizens, and digital elephant elephant elephant.

Regarding the direction and management of the Provincial People's Committee, the delegate suggested clarifying the areas of slow implementation; strengthening inspection, urging, and improving coordination between departments and branches. With the response to voters' recommendations, some opinions said that there was still unsatisfactory content, especially the issue of land, environment, and transport infrastructure. In the internal report, the delegate requested to clarify the development of crimes; improve the quality of trial, enforcement, and execution of judgments; promote the application of information technology.
In Group 4, Mr. Pham Quang Ngoc - Chairman of the Provincial People's Committee suggested a number of key contents. He emphasized that this is the first year of statistics after the merger, so data synthesis is difficult because the previous target system is different, but the professional agency has closely studied the reality. He suggested carefully analyzing the revenue structure and sustainability of each tax color; clarifying the subjective and objective causes in investment procedures, site clearance and investor capacity.
The Chairman of the Provincial People's Committee also raised issues of public investment, new rural construction, health care, and education; emphasized the importance of investing in school facilities and taking care of people's health. At this session, the Provincial People's Committee presented many reports such as the 2026-2030 Medium-term Public Investment Plan and contents on science - technology, digital transformation, digital citizens, digital education, and administrative procedure reform.
