According to the National Center for Hydro-Meteorological Forecasting, currently, the downstream water level of reservoirs on the main rivers in the Northern river system is fluctuating according to the regulation of upstream reservoirs. In the Red River - Thai Binh basin, the downstream water level will change slowly and remain below alert level 1.
From tonight (July 10) to July 13, there is a possibility of a flood in the upper reaches of Thao River, Lo River, Thai Binh River and small rivers in the Northern region. The flood amplitude in the upstream of rivers is generally from 2 - 4m.
During this flood, the peak water level on small rivers, upstream of Thao River, Lo River, and Thai Binh River is likely to reach alert level 1 to alert level 2.
In the downstream of Thao, Lo and Thai Binh rivers, the water level is still below alert level 1.
The meteorological agency warns that there is a high risk of flooding in low-lying areas along rivers, flash floods and landslides on steep slopes in the mountainous areas of the North. The warning level of natural disaster risk due to floods is level 1.
Floods on rivers and streams can cause flooding in low-lying areas along rivers, affecting activities such as waterway transportation, aquaculture, agricultural production, people's livelihood and socio-economic activities.
Previously, the National Center for Hydro-Meteorological Forecasting said that from 12:00 to 14:00 on July 10, Lao Cai and Tuyen Quang provinces experienced moderate to heavy rain, with some places experiencing very heavy rain.
Soil moisture model data shows that many areas in the two provinces are currently close to or have reached a saturated state (umidity above 85%), posing a high risk of flash floods and landslides.
It is forecasted that from now until 9:00 p.m. on July 10, the areas of Lao Cai and Tuyen Quang provinces will continue to have rain, with accumulated rainfall ranging from 10 - 20mm, some places over 60mm.
Risk of flash floods, landslides and land subsidence in areas with steep terrain and weak soil, especially in the following communes/wards:
Lao Cai province: Bac Ha, Ta Cu Ty, Ban Lau, Ban Lien, Bao Nhai, Bao Thang, Cao Son, Coc Lau, Lung Phinh, Muong Khuong, Nghia Do, Phong Hai, Xuan Quang.
Tuyen Quang province: Nam Dan, Bach Ngoc, Binh An, Dong Tam, Duong Hong, Ho Thau, Khuon Lung, Lam Binh, Lien Hiep, Pa Vay Su, Thong Nguyen, Thuong Nong, Tien Nguyen.
The meteorological agency warns that the risk of natural disasters due to flash floods, landslides, and land subsidence due to heavy rain or water flow is level 1.
Flash floods and landslides can have serious impacts on the environment, threaten people's lives; cause local traffic congestion, affect the movement of vehicles; civil works and economic infrastructure, causing damage to production activities and social life.
The meteorological agency recommends that localities proactively review flow bottlenecks and vulnerable areas to take timely preventive and response measures.
