From July 1, many new policies on social insurance (BHXH), health insurance (BHYT) are officially implemented nationwide, with many notable changes such as expanding medical examination and treatment benefits, adjusting benefits levels, increasing pensions and allowances according to the new basic salary level.
According to the Law amending and supplementing a number of articles of the Law on Health Insurance, health insurance participants enjoy more benefits when seeking medical examination and treatment.
One of the notable new points is that people with 62 diseases, groups of diseases belonging to dangerous diseases, rare diseases or requiring specialized treatment can go directly to specialized medical examination and treatment facilities without a referral letter, but are still paid by the health insurance fund according to the appropriate benefit level. This regulation is applied according to Circular No. 01/2026/TT-BYT of the Ministry of Health.
The list includes many diseases related to cancer, cardiovascular, neurological, blood disease, metabolic disorders, organ transplantation... Expanding the target group is expected to help patients reduce referral times, save travel costs and access treatment more promptly.
Along with that, the social insurance industry continues to promote digital transformation, allowing people to use chip-based citizen ID cards or VssID, VNeID applications to replace paper health insurance cards when medical examination and treatment, contributing to shortening procedure time.
From July 1, the base salary was adjusted to 2.53 million VND/month according to Decree 161/2026/ND-CP, leading to many changes in the benefit level and health insurance contribution level.
Accordingly, health insurance participants are paid 100% of medical examination and treatment costs by the fund if the total cost of one examination is less than 15% of the base salary, equivalent to 379,500 VND/examination according to the new salary level.
The increase in the base salary also changes the health insurance contribution level of some groups such as students and household participants. However, the State still maintains a policy of supporting contribution levels for many groups of subjects according to current regulations.
For social insurance, many regimes are adjusted to increase according to the new base salary level.
One-time allowance when giving birth or adopting children increased to 5.06 million VND per child.
Funeral allowance was increased to 25.3 million VND, equivalent to 10 times the base salary.
In addition, allowances serving people with a working capacity reduction of 81% or more, along with many regimes under occupational accident insurance, occupational disease insurance and monthly survivor's allowance are also adjusted to increase.
Another notable change is that from July 1, the Government adjusted to increase the pension level, social insurance allowances and monthly allowances by 8% for subjects who are receiving them before July 1, 2026 according to Decree 162/2026/ND-CP.
In addition to the general increase, people whose benefit level after adjustment is still equal to or below 3.5 million VND/month will receive an additional increase of 300,000 VND/month. In case the benefit level after an increase of 8% is higher than 3.5 million VND but does not reach 3.8 million VND/month, it will be increased to 3.8 million VND/month.
According to Vietnam Social Security, new policies not only improve the rights of participants but also contribute to expanding the coverage of social insurance and health insurance.
Along with maintaining support for voluntary social insurance participants, the social insurance industry continues to simplify administrative procedures, expand online public services and promote digital transformation to create favorable conditions for people to access and enjoy social security policies.
